In nuclear safety and safeguards, China's nuclear policy, law and regulation system has
been continuously improved. The top-level law in the field of nuclear safety —— the

Nuclear Safety Law was issued in 2017, and has been formally enforced since January 1,
2018. Other nuclear related legislation work has been orderly advanced; In addition, the
safety management level, safety regulation capability, and nuclear emergency capability
have been further improving, and the nuclear security capability has won international

recognition. In international nuclear energy cooperation, China's nuclear energy
sector actively implement the One Belt One Road Initiative. Taking nuclear power as

the lead, great efforts have been made to "going out" of the whole industrial chain,
fruitful achievements have been made in international cooperation and exchange, and
cooperation has been expanded with over 20 countries including Pakistan, Argentina

and the UK.
This report objectively analyses the situation and challenges facing China's
nuclear energy development. On the one hand, under the new normal of economic

development, the growth of electricity consumption has been slowed down on the
whole. In the short term, nuclear power plant operation will face peak regulation
and load reduction, the average available hours of nuclear equipment will relatively

decrease. A new round of electric power structural reform has made steady progress,
with the feed-in tariff and sales electricity price gradually liberalized. The nuclear

power price faces a window period of policy adjustment, forming a dual-track
system of planned and market electricity consumption. On the other hand, the green
transformation has been speeding up under the energy revolution strategy, alternation
with clean energy has been widely carried out, and a new development situation has

presented that nuclear power and renewable energies complement each other; the
national innovation-driven development strategy has been deeply implemented, the

leading role of nuclear scientific and technological innovation has been more and more
revealed; The implement of One Belt One Road Initiative will facilitate building a
