Abstract

The report to the 19th CPC National Congress set forth that China will promote
green development, establish an economic system with green low-carbon cycle
development, strengthen the clean energy industry, accelerate energy production and

consumption revolution, and build a clean, low-carbon, safe and efficient energy
system. The 13th Five-Year Plan period is a decisive period for China to achieve
the goal of 15% non-fossil energy consumption, and also a critical period to lay a

foundation for reaching the peak of carbon emissions around 2030. It is the great
historical mission for the energy development and reform to push forward the energy

revolution, promote the transformation of energy production and utilization, and build
a modern energy system characterized by clean, low-carbon, safe and efficient energy
sources. As a clean, low-carbon, safe and efficient non-fossil energy, which can be
utilized on a large scale, nuclear energy is an important option for building a green and

beautiful China.
As the first publicly issued blue paper known as China's Nuclear Energy

Development, this report comprehensively expounds from multiple levels the
nuclear energy development in China and main achievements made in 2017. And
also, the report analyzes the situation and challenges facing by China's nuclear energy

development, and looks out for the prospect of future nuclear energy development.
